Office Starter is always OEM, meaning that the product is installed by the computer manufacturer. You will have to find out from the manufacturer how to reinstall Starter. This may involve a factory reset, and then perhaps you prefer to install one of the open source alternatives to Office. How satisfied are you with this reply?
